Budget (including currency): 1800 USD, would like to go lower

Country: US of A

Games, programs or workloads that it will be used for: Compiling programs, vms, gta5, csgo, some more demanding games in the future

Other details: This is the part list i have created and tweaked over time, https://pcpartpicker.com/list/D9Dymk. I'm going to be buying all this sometime next year so I can wait for the gpu shortage to either not be as bad or not be a shortage at all. Currently if i dont upgrade my monitor i will be playing at 1440x900 at 75hz although i most likely will be upgrading it sometime.

So what I'm writing this for is since B550 has 20 Pcie gen 4 lanes, the motherboard i have added in the partlist has 2 m.2 slots, will one of them be pcie gen 4? or do i have to look for one that only has one m.2 slot. And yes i will be changing the case, i just have to go to micro center and go pick one out.

What motherboard are you looking to buy. They will usually list the speed of the NVMe slots somewhere on the boards spec page.

right now im thinking the MSI MAG B550 TOMAHAWK is good for me as long as one of the slots are pcie gen 4

Yes M2_1 has PCI-E 4.0 support as long as the installed CPU is 3000 or 5000 series. so no problem your with 5800x.

5800x CPU provides 16 PCIe 4.0 lanes for GPU and 4 PCIe 4.0 lanes for NVMe m.2. B550 has up to 10 PCIe 3.0 lanes that can be used for m.2 connections.

As far as I know all B550 motherboards offer an m.2 with PCIe 4.0 lanes (from appropriate CPU).

80+ ratings certify electrical efficiency. Not quality.
