Weird CPU and GPU usage on laptop!

Hello, problem with my laptop is CPU and GPU usage.While playing games CPU and GPU usage never goes up.If i put everything on max settings and unlimited FPS, CPU and GPU usage is 20% sometimes 30%,But GPU usage sometimes goes to 40% and thats it.What could be the problem?
