In that case you will need to mount the power supply with the fan facing down. Try to avoid placing the PC directly on carpet. If you can't avoid putting it on the carpet and are worried about it being choked by thick carpet just put a piece of cardboard or plank of wood under the case to stop it sitting directly on the carpet and there should be enough room with those feet for air to be drawn in.

Hi all, I'm building a new PC and I can't decide on whether to orient the PSU fan up or down.

 

  • Tile flooring
  • PSU: Corsair CX-M Series CX550M (mounted at bottom of case)

  • Case: Cooler Master MB311L. There is a fan filter mesh along the bottom. Also there is a cover for the psu.

  • Fan config: 2 intake (2 in front), 1 exhaust.

The thing is that the case feet are pretty low so the case itself is very close to the ground. Will there be a problem with the psu fan such as being "choked".

I'll attach some photos to make it easier so that everyone understands.

You're better off with it facing down. There's no perforation in the PSU shroud that I can see, so it doesn't really have anywhere to pull in air from if it's facing up.

have the fan face down

there is a grill for air to come through there 

if your worried put your pc on a hard surface

You can check for PC stands, too. You can find a bunch of them on Amazon and similar marketplaces, they allow you to raise your computer up a bit so it can breathe more easily.
