Games, programs or workloads that it will be used for: Streaming podcasts / making videos (prefer davinci resolve)

Other details:

Building for a friend. He currently has a machine with an amd E1-6010 and is curious if he can just stick a gtx 1650 super in it to video edit and stream. If he needs to build a new computer does he even need a graphics card with the turing nvenc encoder, or can he even get away with not using a graphics card (doesn’t want to game with pc)

You'll want to look up the performance requirements for the specific software. Considering I've never really heard of that specific processor, I would recommend an upgrade. Maybe get a gaming laptop for around $800?

DaVinci Resolve 17.4.3

Minimum system requirements for Windows

  • Windows 10 Creators Update.
  • 16 GB of system memory. 32 GB when using Fusion
  • Blackmagic Design Desktop Video 10.4.1 or later
  • Integrated GPU or discrete GPU with at least 2GB of VRAM
  • GPU which supports OpenCL 1.2 or CUDA 11
  • NVIDIA/AMD/Intel GPU Driver version – As required by your GPU

This means that 16GB of RAM is recommended at minimum (so actually go for 16GB of RAM, not 12). Discrete gpu (as in NVIDIA GTX/RTX or AMD dedicated gpu) is advised at minimum, because they're asking for 2GB of VRAM minimum. A regular laptop won't have that. You'll definitely NEED a gaming laptop for this software. 100%.

Gotcha, you are correct there. I recommended to him a gaming laptop but couldn’t find one with a 1660 ti (for the turing nvenc encoder) that had good srgb coverage, and was below $800. I wanna know: what cpus can handle encoding for streaming, so maybe I could go as low as a 1650 /1050 laptop ?

 

I also just realized maybe a refurb m1 mac mini ($589 but not in stock) might be good after seeing benchmarks of its davinci resolve performance; but, he would need a monitor with decent srgb coverage to edit videos I think, and I am not sure how to find low-end monitors are good for that.
