Upgraded GPU now pc drops frames while streaming?

Hello, I recently purchased a brand new 3060 and am having an issue when trying to do any kind of streaming with it, whether it is discord or obs or streamlabs I am having the same issue, it stutters on the stream output dropping a lot of frames, but only when I open a game, on the desktop there are no issues. I am experiencing this issue using cpu or gpu encoding? I had no issues before installing this card with the one I previously used.

Specs - 

CPU - Ryzen 7 3700x
Motherboard - Gigabyte B550 GAMING X (rev. 1.0)

Ram - 16gb 3200mhz

SSD - Something WD

GPU - ZOTAC GAMING GEFORCE RTX 3060 TI AMP WHITE EDITION

 

Things I have tried - 

Running obs as admin

Reinstalling display drivers

Switching pcie slots

reinstalling obs

lowering all stream settings

fully updated bios

switching to cpu encoding

What FPS are you running on the stream, If it's too high and it screams an error "Encoder is overloaded!" then you're running too high of an FPS in my cases.

I am running 60 but it is what is preapplied by obs in the automatic settings, I have tried 30 and I have the same issue, but I wouldn't think 60fps 720p would be an issue for nvenc on a 3060? (also for sure not internet I have 1000mbps down & up fiber forgot to include that in the post 😛)

what was the previous gpu?

 

and did you DDU your drivers? if you didn't, do that now and reinstall the gpu drivers after DDU'ing.

XMP is enabled?

It was an RX 580 and XMP is enabled.

It is an RX 580 and I have used DDU for amd drivers initially and once for nvidia to try to reinstall those.
