video stuttering

recently when watching videos they will sometimes stutter. ill be watching it fine and then it will stutter and words will drag on longer than they should. does this on youtube and other streaming sites and i found out it also does it with videos i have saved on my pc. i have no idea what is causing this and would really appreciate some guidance. i have already updated windows 10 to the latest updates and updated my graphics but so far nothing works
