I tried to water-cool my gpu then had to put it back together because of gigabytes stupid rgb header blocking it from sitting nicely but when I put it back together the fans on the gpu just ramp up to max and then no signal I've managed to get into windows before it goes to a black screen but that's it. The gpu is a gigabyte windforce 2080

I would recheck to make sure you haven't broken any ribbon cables. If you have a multi meter to check connections that would even be better. These ribbon cables are super fragile.

There weren't any ribbon cables the only cables were the ones for the fans and the aforementioned stupid rgb one

Here is a good teardown video. I would recheck to insure everything is plugged in properly. If it is which I'm sure it is, check the cables for any fraying or broken cables. Also sometimes the cables will come out of the connector. If everything looks great. Reseat the GPU and uninstall its driver and reinstall it.
