RTX 3060 Ti is better, the extra VRAM on the 3060 doesn't make up for the weaker GPU. 

 

LHR stands for low hash rate. Basically a software lock to prevent the card from being good at mining cryptocurrencies. It doesn't affect gaming performance.

LHR = low hash rate, that's the newer models that reduce performance when mining Ethereum.

 

I would recommend you move these cards into separate columns, it's hard to read which is which otherwise.

Assuming you're not running anything else particularly power hungry in the system, a 650W PSU would do nicely.
