750ti draws 30 watt under 100% load?

my pc was running slowand decided to open nvidias extra settings in the game overlay, i sawmy 750TI was only using 30 watt of power with peeks to 33 watt. i've read that it maxes out at 60 watt (my 750TI is an windforce 2gb OC model with 6 pin, my psu is 650 watts soshould be overkill) is this normal or do i need to tweak it
