Pc upgrade ,help

Budget:1100-1200 Euro

Country: Greece

My current pc is getting old(i7-6700 non k,16gb of Ram,500gb m.2 and a 1070)
I was thinking of buying a new cpu, ram, mobo, cpu cooler and m.2 combo

New build:

Cpu:Intel Core i7-12700K 2.7GHz 445€

Ram:32 gb 3600ghz 165€

Cooler: Noctua Nh-u12a 125€

M.2: Samsung 980 pro 1tb 175€

Mobo: Gigabyte Z690 gaming x. 220€

Gpu:Will use my old gtx 1070

Psu:I already have an Rmx 750x

Case:My current case

Should I get a new GPU "3070 or 3060ti" with the same money and don't upgrade cpu?
The 3070 costs 1100 -1200€ in my country atm
I have two 27' 1080p  144 hz monitors
Any advice?

If you plan on doing other upgrades (GPU) in the future I'd buy what you already listed, just a different SSD because Samsung is overpriced. Kingston A2000 or WD SN750 should do, also you may be able to use the current SSD for the OS and the new for extra storage.

If you don't plan on upgrading just get a better GPU, maybe a 6600 XT (performance between 3060 and 3060 Ti) or 6700 XT (performance slightly better than 3060 Ti)? They generally have a better value than Nvidia cards.

I suggest something around the range of this, as the 1070 is still a somewhat capable card, and most games will be CPU bottlenecked

I'd say going with your current upgrade plan would be a very nice feeling upgrade. Everything will feel snappier and games will feel smoother. Only upgrading the GPU would give you higher frame rates, but might feel a bit of stutters and frame drops due to having an older CPU. Of course, this depends on the games you plan to play.
