AMD Software not affect games ?

Hello guys first at all im sorry for my bad english. So i guess i have some kind of problem with amd software. For example i cap the fps from amd software on global i enter in game and do not work. Then i try to cap fps also from amd software specialy for the game and again no results. So i guess nothing from my settings for display and graphics does not work with games ? Any sugestions ?

 

(Out of topic when i play fortnite (im not fortnite fan boy just play around with friends) i have insane drops of fps from 180fps (this is the cap from the game) to like 20fps if i turn around very fast the drop is insane and stutter af (not always but most of the time ) i search so much but i cant fix this. My system is i3 8100 rx580 8gb ram 2400mhz (all files are on m.2 nvme) I know the procesor is not that good but i see many videos on i3 8100 it runs smooth and constant without that kind of big drops and sutters. My sugestion is that the ram is the problem cuz sometimes the map cant load like it should be. Textures trees,cars and others are not loaded sometimes invisible sometimes not fully loaded so i guess 8 ram is not enought for this "game" fortnite any help is welcome thanks.

 

 i found on forum that voltage on ram is not enough and that make stutters they up the voltage and they say the stutters are gone is this possible ?

More likely they increased RAM to 16GB. Do that first before anything else.
