Mouse Delay

Hello, I've had this mouse delay for around 5 years or smth. 3 Maybe when i atleast tried to figure it out... What the problem is, The mouse doesn't feel snappy atall and It feels floaty. it basically feels heavy at the same time. I'm thinking that it's an electrical issue or the power supply might have gone loose in watts. Otherwise i need no information it has nothing to do with the pc, network/internet. This happens in both online and offline in every game. Thank you  I'm basically just curious. Need no information because it has nothing to do with the pc or internet as i said before  I don't know how much it shows.

Yes, i have tried everything. I have tried like 10 mices. Total. This problem doesnt have anything to do with my pc or anything. I've tried like 2-3 pc's in this same apartment with the same issue. So i guess it's an electrical/power supply issue. I've also changed every part in my pc beside the power supply. The power supply i ordered is coming around 19:30 today.

Oh yeah, forgot to tell you that the electrians was here around 1 week ago or smth. They did actually fix most of the problems. But the problem came back like 5 days after they was here.

@PLSHELPME123 Sadly it didn't make it better or worse. Still the same. I mean the new power supply made games more playable but  i can still feel this heavy mouse feel and delayed aim.

I guess there's only one thing left then. As i said in the previous comments. It's probably the grounding. I think the people who take care of electricity and stuff comes on tuesday next week.
