Budget (including currency): Somewhere around $1000-$2000

Games, programs or workloads that it will be used for: Halo infinite, Minecraft, and other games that are not as demanding in graphics, Game design, and possibly 3d modeling

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): peripherals are not in the budget right now, only the PC itself, I already have bought a 2GB NVIDIA GT 1030 with PCI express 3.0 x16 and was wondering if it could work with the game or if I should return it and get a better one I also have a parts wishlist in this Newegg link https://newegg.io/859c5e1

A 1030 is NOT a gaming graphics card, it's basically just for having a display output. 3D modeling can require a lot of vram, and 2GB is certainly not enough, something like a 3060 is probably your best bet. It's not too expensive, but it can play games very well, and it has 12GB of vram for productivity work.

This computer is way faster for not much more money, still in your price range. The R5 1600 is a terrible value now, and the 12600k is one of the best value CPUs on the market currently. 

 

As for the GT1030, if you got it for under $100, keep it, but otherwise return it and just use the iGPU on the 12600k, or if you want a better one, go for the 5700G instead.

I checked on eBay, it's way too much for my budget, I can't afford one, also, I already bought the 1030 before researching on accident, and now I can't cancel the order, is there a way to put two of the graphics cards together?

Since SLI ended support ages ago, no, there is no way to put two graphics cards together.

 

That GT 1030 is as good as a paperweight in a modern gaming environment, so I'd suggest simply eating the cost of the cruddy card and ignore it for now. Then, seeing as how LITERALLY ANY decent graphics card is way outside of your budget, try and tailor the rest of your build to getting the best possible performance off of an Integrated Graphics Processor, so that you can still have something to use and can buy an actual card sometime in a couple of years when you need an upgrade and prices aren't so weird. There was someone up there ^ with another price list, but I'll slap together my own and edit this comment in a bit if the other list doesn't look good enough.

 

Edit: here, https://pcpartpicker.com/list/fML3Vc this list is okay for the price, try and get your hands on something like a 3060ti later on when you need a better graphics solution than the integrated graphics on the 5700G. Best of luck to you.

You're best off just returning the GT 1030. $170 is a ridiculous sum for that paperweight of a card.

 

My personal recommendation is this parts list if you really want to go shoestring with an option to drop in a dGPU later: https://pcpartpicker.com/list/8dpCsX (kinda adapted from @RONOTHAN##'s list... shhhhhh)

 

My reckoning is that the Wraith Stealth cooler that comes with the 5600G is good enough, so you won't have to sink money into a cooler.

Yeah I guess you're right, I just wanted a temporary video card to use to at least play games until I can afford the 3060 or something

Well, a 1650 will be the least painful one to swallow, in terms of actual cost. Pricing will probably be pretty bad for at least half a year, so it'll need to hold out for at least that long. As long as that sounds alright, I'd say go for that.
