How to buy a GPU in 2021

I built this PC in Winter 2019 right before Covid, planning on buying a 3070 at launch. My existing 980 is on it's last legs, and I'm looking to upgrade. How do I buy a 3070/ 3060Ti/ AMD equivalent for within 133% MSRP? Just get lucky? Or do I have to give in to Scalpers?

I'm in 2, usually join fast. By the time I join they're always out.

My question is with pricing, I didn't start building til after the shortage started so I don't know what's what. I found an  "MSI Suprim GeForce RTX 3070 8GB GDDR6 PCI Express 4.0 x16 Video Card RTX 3070 Suprim X 8G LHR" on Newegg to upgrade my 970 I paid way too much for and to get closer to a 100% MSI build. It's listed at $1,113.99 US and I don't know if that's fair or scalped.
