I'm planning to bild a budget PC to run Plex on. I just want an one thing home streaming service. 

I know a raspberry could be an option, but it struggles fast with more clients. I don't want to use a NAS because it is harder to repair and upgrade. But if know it better, please let me know so I get the most out.

I just want an one thing home streaming service.

If you are going to be doing fewer than 5 concurrent streams at 1080p, you could get away with something like a R5 2600 and like a RX 460 4gb on a b450 board and have no issues. And then of course it's your choice for what drives you want to use. 

R5 2600= $120

Rx 460= $140

B450= $65

450w PSU= $60

Drives= $100

 

Total ~$500

 

OR 

 

Pickup an old optiplex for like 100, put a budget low profile card in it second hand for like 150, and then a few drives for 100, and you are rocking and rolling for less than 400.
