Msi mpg A650GF or bitfenix whisper 650 M ? which is better and quieter?

Thats something we can only guess at. What are you using this for?

Personally I'd take the MSI MPG Series A750GF
 +100 Watts available.
 +2 PCI-Express 6+2 Pin connectors available.
 +1 EPS connectors available.
 +1 Molex connectors available.

But I'd be using it to make a mining rig.

The 650M has only one advantage

Its $10 cheaper MSRP.

Are you sure you don't need x2 4pin EPS connectors?

No idea about sound, its cooling and fan are going to be 100% dependant on your set up in your location. Eg, cooled office space vs your mom's basement vs Bedouin tent in the Sahara, are all going to have very different ambient temps, the only thing for certain that I can tell you is what I placed in the prior post.

I had a PC that run in the garage all winter with no problems 0c or lower - when summer, 35c or more, hit I found out the PSU fan was bad, because it started overheating. So

The Bitfenix has a better fan and is quieter. Both lacks zero rpm mode but the MSI has a start rpm of 700 and the Bitfenix at 450. The Bitfenix is inaudible until 450w load while the MSI is always audible.

But what does noise level matter in a mining rig. You're mining with passive cooled GPUs?

i just dont want to have an annoying noise running near me all the time and im not using my rig for mining ! just regular usage and gaming

imo bitfenix whisperm, but also deprends on value of pricing, electrically theyre basically the same as theyre both CWT GPU. The major contention is the fan but that just boils down to pricing.
