Unusual and Confusing issues

Windows 10, 

intel i7 8700k, 

GTX 1080,

 

I have been having this extremely weird issue. It first was happening with the halo infinite beta but now it is happening to Forza horizon 5.

 

When I started Forza horizon 5 up for the first time everything was nice and buttery smooth, there where no issues with the framerate at 1080p 144hz high. But whenever I started the game up again after that, I would have to wait a few seconds for each frame to show up on the screen (less than 1FPS). I went into task manager to check what my usage was on my hardware and I noticed that my GPU usage was sitting at 0%. What makes this problem confusing is I have 2 monitors and when I tabbed out of the game to look at task manager on my second monitor. The game began to run at 144FPS again and the GPU usage returned to normal between 60% and 90%. I had the same issue with the halo infinite beta but I thought at the time that it was just a beta issue. But now that is is happening with another game, I don't know what to do.
