Tried searching online for the manual?  Otherwise, you're going to have to start plugging in LEDs and buttons to see what each pair of pins does. Your guess is as good as ours since it's not labeled on the board.

The motherboard should have a model number it you can search to hopefully find a copy of the manual online.

Really you only need the power switch so you could just try bridging pins with a metal object like a key or screwdriver until you find a pair that turn it on.

As Spotty mentioned, you can start bridging contacts until you figure out which ones are the power and reset switches. The rest would be LEDs and one beeper speaker. For those, try each remaining pair with your front panel LEDs until you see one that's solid (Power LED) and one that flashes (Drive activity LED). Last one would be your PC speaker most likely.
