Stuttering even when 60fps

Hi, I am having stuttering issues even when the game is apparently running at 60fps using MSI Afterburner and FRAPS to measure. Does anyone know what could be wrong? I was also wondering if it would be caused by a bad monitor ( http://www.newegg.com/Product/Product.aspx?Item=N82E16824236174 ).

Is it just me or is Grammar slowly becoming extinct on LTT?

I have 8GB RAM, Intel Core i5 4670K OC to 4.2, Windows 7 64 bit, 3 case fans and ACX cooling on a GTX 780 SC

 

Hmm your response time is great with that monitor its most likely vertical tearing thats causing your stutters. 

What is vertical tearing?
