Hello, does anyone knows how to fix when your GPU clocks are stuck ? (GPU-Z pic: http://gpuz.techpowerup.com/21/11/04/943.png)

Iv been having some problems with my graphic card for a while now, like I would have no fps on games but when I would reinstall Nvidia driver or would do Windows restart it would get fixed but after I reboot my pc I would again have no fps and I had to again restart Windows and Nvidia driver etc but that stopped working and I notice now that my GPU clocks are stuck.

 

My pc specs: i7 7700 1060 3gb 16gb ram

 

Things I tried:

- reinstalling Nvidia drivers with DDU

- reinstalling windows

- refreshing both bios and vbios

- I also tried different versions of Nvidia drivers

- changing bios settings

- different working PSU

- using msi afterburner to try change my gpu clock but they don't

change at all even tho i put max number there etc

- I cleaned my whole pc and changed thermal paste

- i also tried different power plans

 

I did this test and my clocks jumps to 2k so i guess my gpu is not dead https://gyazo.com/9946f797cd356e9d705a7cbf991900ce
