Core i5 3470S 3rd Gen.

Kingston 12 GB DDR3 RAM

RX 580 8GB

SeaSonic 620W PSU

Asus P8H61 Motherboard

Currently I game at 1440p at low/medium on CoD: Warzone but with frequent lag spikes and around 35 to 40 fps. Also CPU usage is 100% always in-game and even sometimes when I'm opening files or watching videos. I simply cannot open chrome or another app like Spotify when in game even if im just in the menu. My system drive is a SATA SSD (a cheap one) but still the PC takes more than a minute to boot up. My aim is to decrease lag and to be able to multitask while in game. Also could someone tell me why the BIOS time is so high? Im looking for CPU and motherboard (if needed) upgrade options within the mentioned budget and if the budget is too low then one of the mentioned. Im pretty sure the CPU is the main bottleneck followed by the DDR3 RAM. Also i wanted to know whether multitasking is more dependent on the CPU or the RAM?

Find something like a 4th/5th gen combo, like a 4770K + motherboard + RAM for under $200 locally?

 

What is BIOS time?  And what do you mean by it being high?

 

Honestly, you're looking at needing more money, so wait for a bit and see how the used market looks over the next couple months.

 

Maybe some serious Black Friday deals but we don't know them fully yet.

This seems more like the actual bottleneck. 1080p should yield better performance.

BOIS is the time taken for the pc to boot up and is shown in the startup section of the task manager. Mine is around 45 seconds and can go up to 120 seconds on a bad day. 

I'll have to go for used parts so any advice on what i should be looking for in CPUs and which motherboard should i be picking?

For your budget, basically ANY motherboard is fine.  Any i5 or i7 4th/5th gen minimum, or if you can find a 6700k or 7700k combo out there.
