Intermittent Stuttering every few hours

My computer is stuttering intermittently every few hours.  There doesn't appear to be a pattern, can happen while doing nothing or playing a game.  It's always just about 3 seconds where the framerate of everything goes to like 2 fps and audio stutters too.  I tried running latencymon to see if I could figure it out and it's telling me that it is the directx graphics kernel (attached screenshot), any help in fixing this would be appreciated.
