my friend have iPad pro and he will be playing PUBG MOBILE on it and he will be streaming  so he need a PC to connect it with elgato 
The pc will be used only  as streaming connector from the iPad he will not use it in any other work so i need to know what should he get the budget dosnt include the moniter or mouse + keyboard only the PC

Get a used dell,hp,... with a core i3 or up and add a nvidia card that can do NVENC encoding. Could probably get it done for 250$ all togheter.

Get an old prebuilt that is big enough for a GPU. Then get a 1650 Super, 1660 Super or RTX card (they have Nvenc). AMD 6000 series have decent encoders too but are more expensive than the 16 cards.
