No need for an aftermarket cooler, k series cpu, or z87 chipset if you're not going to oc..

maybe around £20-£35

then the Hyper 212 EVO is the best for you

If you don't plan to overclock, I would recommend a 4670 instead of the 4670K and any H87 board that you like. As for the cpu cooler, you won't need an aftermarket one if you don't plan to overclock as the stock cooler adequately cools it at stock speeds. But if you want a quieter cooler, you could go with the Hyper 212 Evo.

 

EDIT: Just saw your last post when I pressed post. The Hyper 212 Evo would be a good choice for overclocking but overclocking on Haswell depends on your chip and your cooling:

 

70% of CPUs can clock to 4.5GHz

30% of CPUs can clock to 4.6GHz
20% of CPUs can clock to 4.7GHz
10% of CPUs can to 4.8GHz
Overall you will find most CPUs capable of reaching 44x to 45x with varying levels of voltage.
