You downloaded it a USB drive or Installed it to a USB drive? Big difference. 

 

Booting from a USB drive, regardless of speed, isn't something you would do in an ideal situation for a permanent install.

Downloaded it onto my WD passport (external drive).

Ok so if I'm honest i'm still not totally sure you understood what I meant by Downloaded vs Installed. No issue at all downloading the Win 11 ISO to a USB drive. 

 

Where do you plan to install it to?

You can download the iso file to your external drive, but then you have to make bootable install media to install from. This requires entirely erasing the drive that's used for it, you wouldn't want to do that with an external drive you've got stuff on, hence using a USB flash drive.
