Looking for a psu for fans

I have a box of case fans and I wanted to use 2 140 mm fans for an air filter in my room. Do any of you have any recommendations for a psu? I don't need to control the speed of them ( honestly I prefer having fixed rpm for them). I just want something under $20 that is passively cooled and will run both fans ( cougar vortex fans) at max rpm.

Would I just cut the wires and plug them in to that green adapter ?

Basically. If you'd rather not cut the wires for those fans, you can get a molex to PC fan connector and use that as a donor. 

 

Also, if you want something where you could control the speeds (or even overvolt them if you want), you can get something like this

practically the same thing, but this way you set a static voltage which sets the RPM of the fans.

I do have some molex to fan connectors lying around from the days that I just ran all my fans on molex... yes it was very loud.
