GPU usage drop to 0%

GPU usage drop to 0% then the game freezes for around 0.5-1sec
So I had this problem for around a year now, couldn't get anything to fix it, I tried almost everything.
I have had this issue on win 10, linux, (and now) win 11 too. It happens to me in every game, not just a single one.
Specs are:, R5 3600, 6GB GTX 1060, and an Aerocool  700W 80+ bronze PSU, B450M PRO4-F, 32GB RAM.

Temps are CPU: max 60C; GPU: max 80C.

I attached the .nfo file of my system.

I tried different drivers (of course using DDU in the process).

Do you have any extra storage? My PC did something similar with terrible stuttering and usage going anywhere between 0 and 100. I had a second HDD in my system, and after removing that the issues went away for me

Yes, I do have an extra storage, a 7200RPM, 2TB Seagate HDD. Should I try removing it and check it if it works?
