Weird Display Scaling

I'm having a weird scaling issue when playing games in fullscreen mode. I have a 1440p monitor. If I load up a game in fullscreen at 1440p, the monitor switches to 4K (which is higher than native res). If I set it to 1080p, the monitor goes to 1440p and still renders the game at 1080. None of this happens in borderless, but it's nice to have that performance boost. I have gone into Nvidia Control Panel and made sure scaling was disabled and my DSR factors were off. Any Ideas?
