I wouldn't really recommend that motherboard because odds are you'll need to do a BIOS update to get it to work and it doesn't have flashback, but it's cheap and you don't have much to work with for that budget. I'd probably look into used Optiplexes and getting a new PSU and a GTX 1060 for it, but if you wanna go new this is the way.
