CPU useage

so my cpu dosnt reach its max limmit no matter what, pls help  

it wont go above 91% and my pc is already bad i need all 100%

Isn't that hard-coded?  Like an upper threshold of CPU utilization that allows for background tasks?

it used to be able to go at 100% but after i just got back from school i opend my pc to put some more thermal paste in and luanched and tested it was not going over the 91% lemmit
