Hi, i have a PC, CPU i7 2700k, it shows the correct Clockspeed on boot and in Windows Info.

The problem is, while looking in Taskmanager, the CPU clock varies between 3 and 100 PETAhz as well as 1272 threads and is always at 100% usage.

The problem persists even after reinstalling Windows (not connected to the net) and at some point (between a few seconds up to an hour) it ends with a BsoD (KMODE Exception not handled).

do you think it is a problem with the CPU itself or is it the mainboard that might cause this error?

As requested, here a screen of that.

and i know it is not the most reliable tool, but its hard to download and install things on it right now

edit: bent pin is unlikly, the CPU hasn't left its socket for over a year now. will try the CMOS, thanks

Having VT-X (virtualization) enabled in bios will also result in having weird CPU speed readings with most older intel CPUs. Try disabling that if you arent using it and see if that changes the cpu speed reading.
