I am looking to build a new system for my both gaming and my professional development work. I would love to hear your feedback on the system I spec'd out below and to hear any recommendations/suggestions. I am hoping to overclock both CPU and GPU, what would could I expect to get out from this?

There are cheaper drives that perform the similar to 970 evo. Also, I would just stick to 1 2 TB drive for now. If you want to stick with a 1 TB & 2 TB that's fine. Motherboard is overkill for most people so you can save money there.

 

For the intel side, I would go for the 10850K instead with a Z490 board (not Z590 cause top m.2 slot would be disabled). Example:

For AMD side, I would go 5900X with a good B550 board (X570 if you want multiple gen 4 nvme drives). Example:

You can also consider more ram, since it's still under budget. It's not too hard to upgrade later so I wouldn't worry about that too much right now. 32GB will be plenty for most people.

 

Also, most CPU's are pretty heavily tuned to run at their max capacity. There's not too much to be had manually overclocking now. If you want to try it out though, both builds I recommended are overclockable.
