i did change it did nothing but the red light is still lit and i dont know what to do

Okay, what could be the problem?

1. Battery charged: check

2. Bad wireless connection: Is there any metal between the mouse and the dongle? How far away is your mouse from the dongle?

3. Mouse is broken: How old is it? Is there still warranty?

Well, if it's urgent, just get a new mouse for like 10-20 USD.
Maybe one day you will find a solution, maybe not.
I use a wired mouse. It cant have a bad connection, I dont need to charge it and it just works all the time.
