Is there something wrong with my GPU?

My frames are slightly stuttering always, the mouse sensitivity is horrible on v-sync, and I am still stuttering. I have 780 SC w/ACX, which is also paired with a i7-4770K, and 8GB 1866Mhz RAM. I just downloaded the beta drivers from Nvidia yesterday hoping it would fixing something, but I still have the same issue. I know this is a repost, but I did everything everyone told me and I'm still stuttering. Any insight guys?  :)

try doing a clean uninstall of the driver and reinstall the driver again

 

it could be traces of the old driver in your system causing the problem

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
