USB 3 and RAM

Country: US

My planned pc build

So I have a couple of questions. One, pc part picker is telling me my case has a USB 3 cable and my mobo doesn't, what is USB useful for and should I get a better mobo for it. If I should, please recommend one and I would prefer if it has a good WiFi as my pc will be located far away from the router. Second, should I stick with my 2x16 RAM sticks or 4x8 as I am not planning on adding more RAM. I heard something about dual rank and better performance and was wondering if it was worth spending and extra $30.
