Yes, you just select it via the program.

I'm thinking of getting a discrete graphics card (not at the moment but when I do) I'm wondering whether or not I will be able to use the igpu on my ryzen 5 3400g for anything? Specifically for video encoding such as screen recording. If I could, then would anyone link me a video/article on how?

If you get a Nvidia GTX card, then you will be better off with encoding with that, because it has NVENC encoding

Quality. May be slower though, really depends on the card.

If the program and type of encoding is supported, sure. But theres no downside to using the gpu encoder as it goes unused otherwise. Really comes down to the card or the actual use.
