Case fan itself is unlikely.  Biggest possible issue from that might be bumping something while you’re in there.   More air can sometimes actually reduce cooling instead of increase it but I didn’t see a heat problem. Did the HD go in front of an air intake for the gpu by any chance?  I’ve heard of stuff like that being a possible stuttering issue cause sometimes.  With it being so long ago with so many changes between times a reset to start might be in order.  Clean reinstall of everything with a rebuild piece by piece just to make sure. At this point it’s just poking and guessing. 

In GTA 5 I get like 60-70 fps (story mode), but I used to get 100+ in story mode and 80 in online. In Fortnite and Fall Guys my GPU usage sometimes drops to 0 and the screen freezes for a second. In Fortnite when I put max settings its 60 fps but drops to 20 and lower about every second, also GPU usage drops to random values. In Rocket League when I set the graphics to the highest I get 200+ fps, but it feels like 50. How can I fix this?

i5-10400F

RX 5500 XT
HyperX Fury 3200 16gb dual channel
Corsair RM650x 2018

ASRock B460

Crucial MX500 500gb

1tb WD Blue HDD

Hyper 212 RGB Black Edition

First thing to look at is temps, but there may very well be nothing there.  A gpu that is merely idling won’t produce much heat.  

things I might be interested in:
“Used to” can mean years ago or hours ago.  Have there been updates or machine changes including setting changes between the “fast times” of old and the “slow times” of now?

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

The GPU is usually 99%, but often drops lower with frame drops. Temps are fine, GPU is mid 70 under load and CPU low 50.

 

It was fast in January/February. In March the issues from Fortnite and Fall Guys started. Everything else (Rocket League & GTA) about 2 months ago.

 

I have replaced my PSU because my old one had very loud coil whine and added an old HDD from a laptop. Will try taking that out tomorrow as it's like 10 years old so probably about to die.

I have updated Windows from 20H2 to 21H1 and updated GPU drivers.

The HDD is behind the other side panel, so it's not blocking anything. I think a clean install may be the best option, will try that tomorrow.

Clean install helped for most issues except for the frame spikes in Fortnite and Fall Guys. After taking out the HDD that issue is gone to, so it's probably failing

Crystaldiskinfo is a common app for checking  HDD issues
