Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I need a PC that has all new parts and must have WiFi and a monitor if possible with speakers in the monitor or separate from the PC.

I wonder who can take on this challenge and see what can be done. Extra points if it has a GPU!!!

At such low budget you won't get a new PC. And for this specific use case getting a refurbished business laptop such as the ThinkPad T470 (or T480 if you are lucky) is the best option. Takes care of the wifi and there is no need for a monitor, keyboard or mouse. The build quality is good and you don't end up with low-value a system made of regrets and compromises.

I have been contracted by a business to do this and I have racked my brain trying to figure this out, it can't be a laptop as it will be used by clients in a halfway house so the staff doesn't want something that can be easily stolen and the reason for the new parts is so that everything has a warranty.

You can always use a kensington lock for a laptop. And I don't see how a legitimate business expects to buy a new computer for $400?

As I have said they do not want a laptop at all. It must be a tower PC. The desk being used for this has a vented safe built in for a tower. Even with a Kensington lock a client could still break or destroy a laptop.

As for the price I can go up to $450 but that would have to be approved. I can always use an old TV for a monitor and get a KB & M really cheap.
