PC intermittently not POST'ing. Help?

I recently built a new SFF PC with a Gigabyte B550i Aorus Pro AX and a R5 5600x, with an old RX580 connected via stock riser cable (Phanteks).

Recently, my PC started having issue of not POST'ing. The fans and lights would come on but display shows no signal. Everything is running stock - CPU, RAM, GPU - no OC's and the bios is running default optimized settings.

 

When this happens, I try removing power and then try again but this doesn't always work. What does seem to work more often is when I remove power AND I unplug my HDMI and reconnect or change HDMI port. Extreme case, re-seating my graphics card on the riser also tends to work. I'm not sure what's causing this. Could it be graphics card? riser? 

 

Would appreciate any input. Thanks in advance!

This sounds like a Bad Riser Cable. try installing you gpu without the riser cable

ah ok thanks. will give that a shot. 
brand new case/riser cable though
