It would have to be a really bad power supply in order to shock you (given that you aren't being an idiot and disassembling it), but whatever makes you more comfortable.

You can buy one of those ESD wrist bands and wear it on your ankle and clip it to some sort of ground (a metal table, a turned off PSU, etc.). If you don't have a wrist band, leave the PSU plugged in and turned off and occasionally touch it to make sure you're grounded and not gathering too much static. 

 

There is also the method of just ignoring it because most modern hardware is pretty ESD resistant already, I haven't worn one in years and haven't killed anything. If you want to be extra safe, do one of the things mentioned above.

Been building PC's for nearly 15 years, never once put any thought into it beyond just grounding myself before I start touching things.

Why don't you link the one you're going to use in here first.  Before you start sticking wires into electrical outlets.
