HI i did that before with my HP

I Reseted my windows to the basic one. but still filled with Bloated Apps by HP

What for? For your personal use you can clean wipe through settings, recovery, and reset this PC. If you wanna sell this laptop, then i HIGHLY recommend you to hard wipe the drive regardless and clean install windows. In a worst case scenario, youre going to be 20$ down buying keys of gray market, which is far better proposition than the risk of getting your personal data stolen.

Reactivating takes seconds, You already have the license, no need to buy a new one if you aren't changing hardware. I'd just fully wipe and reinstall fresh.
