Download speed drops to zero

Hello,

When I try to download something large, after some time, download speed drops to 0. This happed when I was downloading a large file (see picture) on Google Chrome. I also tried on other browser MS Edge to see will this happen and it did. I also tried on a laptop in Mozilla Firefox and it happed there. Is there a way to solve this?
