For the most part you're okay, it's the GPU eating up almost half your budget.  Maybe look into a cheaper placeholder like a 1050Ti or 1650Ti to get you through things.

 

If you're truly serious about the budget, you need to make some hard choices.  You have $40 in fans, and a CPU cooler you can go cheaper on.  I wouldn't want to drop below the i5 though.  

 

Others will have better full builds to post, but those are m thoughts.

5700g 8 core, the igpu is decent for low settings on most games, though i do suggest heavily overclocking the igpu and ram, igpu can go around 2400mhz and ram just push it till it starts erroring then start lowering the timings

Assuming you can get a decent gpu for ~350€

 

I suggest clocking the cpu as high as possible at 1.2 or 1.25v, which is prob around 4.7ghz all core in the bios, this will make the cpu run cooler, although if the cooler can handle it you can try overclocking it with higher volts, 1.45 is what id reccomend but intel spec says 1.52 is safe, prob is but the cooler will most likely just give up or have the cpu running above 80c

You need to make some hard decisions, like a smaller PSU, I have left very little headroom if you manage to find a better gpu lol

i did go with a 2060 because i found one for the same price as the 1660 ti

Maybe something like this?

And get a 2TB HDD later, for more storage. I don't like recommending the P2 as a boot drive, as it has no DRAM. Better get a less GB but higher quality drive. If you want to save a few bucks, you can also get an MX500 Sata SSD or something with DRAM (not the kingston A200 or crucial BX500!)

And yes, GPU's suck but better have a weird built with a good gpu then to settle with worse performance in my opinion.
