PC doesn't turn off

My newly built pc doesn't turn off. I've looked at videos to try and mess with the settings, use the command prompt, and ultimately reinstall windows but to no prevail. Does anyone have a clue as to what the issue could be?

Make sure the cable from the power switch is connected to the correct pins on the mobo.  Since the power switch is a momentary two conductor wire it doesn't matter which side to the positive or negative.  Just got to be on the correct pins.

So the computer turns off but the fans don't stop spinning then the computer turns back on

Pull the power button cable out,and hotwire ur mobo.Then,when it boots,try to shut down.If it succeds,u got ur power button plugged in a wrong pin.Fix that,and it should be fine.
