I'm trying to run vanilla minecraft 1.16.5 with sildurs shaders and I'm only just about hitting 30fps and I don't understand why. 

Specs are: 
-AMD Ryzen 5 5600X
-NVIDIA RTX3080
-16GB DDR4 RAM

I've allocated 8gb RAM so shouldn't be that and I'm also monitoring it on task manager, nothings maxing out or struggeling. So I'm not sure what to do. 

Tried messing with all settings, followed lots of online tutorials and I've got no idea what to do.

Completely normal, you're asking the Ryzen 5 5600X to do a lot.

 

Minecraft, even with shaders, is heavily depending on CPU. I have a Ryzen 7 5800X and RTX 3080 as well, with shaders I get around high 40 to mid 50 fps depending what I am looking at. Java edition Minecraft will always be heavily CPU dependent.
