Pc stuck on boot loop after installing a HD’s for extra storage

So I recently installed a extra hdd with stuff on it and the pc gets stuck on a boot loop I’ve changed the boot options in bios many times and still stays the same and the only way to get out of the loop is to unplug the hdd

can you plug the drive in via usb when the computer is already on? this would allow you to get the data off and reformat

adapters are getting fairly cheap and if you have another external drive then you already have one inside of it

otherwise you could reformat it with the partition manager in a bootable usb but you will lose the data
