Could u build a streaming pc everything but a gpu but install a elgato 60 pro in the gpus place n streaming another pc

I believe you can!

The elgato does not have to be in a gpu slot to function. Any slot that supports at least  1 PCIe  lane will work. You may need a display to initially setup the pc.

Wat about upgrading a gpu I have a 1060 if u grab another gpu like a 2080 or 3090 is it universally compatible or do u have to touch the bios to resynce to the mother board

You would need to update drivers to the new GPU. To be safe, you want to use DDU first in safe mode, then install new GPU and nivida geforce experience to install the correct drivers.

Like swapping out a gpu for gpu does it give any issues wen u upgrade from already having a old gpu installed

The elgato adapter card does not replace the gpu and isn't a video(graphics card) its game capture card.

The gpu goes into designated slot (PCI-e) and the elgato 60 pro would go into the pci slot.

I know but I would only use the 2nd pc to stream not have off it  2 PCs but one only has the. Elgato in it

In most cases you can simply turn the machine off, power down the psu (unplug or use switch on rear of psu), remove the old gpu and install the new. When you boot the o/s will use a driver that should work. Once booted you can download and install gpu specific drivers if you want.

If you are gaming or otherwise making use of higher level graphic fun tions, yes. The basic Windows driver will suffice for browsing and playing video.
