So on my latest posts, I have talked about my system either allocating more RAM to my GPU, AMD Radeon 7950, or the gpu stealing RAM from my system. this is a discrete gpu, so it should not need more than its own 3gb ram from my system,  it has always allocated near half of my system RAM memory ( I am including images from about pc and resource monitor) I also built this myself, so I know that I have 16gb RAM, and the latest BIOS for my motherboard. No, there is no setting in the bios to allocate a lower amount of RAM to my gpu. I can definitely say that The 7950 is my problem because I had switched this with my GT710 that I had lying around, and all of the RAM was being used. I also tried updating the VBIOS on the card, but I already had the latest version so it wouldn't let me install it again. Probably if I got an older version of the VBIOS I could try and see if the VBIOS is the problem. I guess That is all the information i can give, And NO I am NOT in the market for buying another GPU,

Oh you want specs? ok then

CPU AMD Athlon 860k 3.7ghz

The pc will reserve RAM for an APU, i know that. It is obvious that the PC is reserving RAM for the GPU in the pictures.Or the GPU is requiring half of the system RAM. Already switched motherboard and ram and cpu, and there is no issue with my GT710.
