Game glitching in fullscreen

Hi I have a problem when putting games into fullscreen. I bought a used AMD graphics card off of kijiji and it seems that when I enter fullscreen mode in a game it just starts lagging. But its weird because when I put the game into windowed version it runs completely normal no lagging at all. I don't know if this is a hardware or a software issue or maybe even a problem with the drivers. If someone could please help me that would be great because it is really annoying
