Cpu fan acting weird!

Hi My cpu fan is constantly going on and off and when i stress test my cpu and the temps is rising, the cpu fan then runs continuously like it's supposed to. Is that normal? (SPECS) After market tower cooler on intel Dq57tm motherboard with xeon x3460 cpu. Video attached underneath. Please need help! Thanks.

Yes this is normal, the cpu fan only turns on when the heat sink can't take the heat away on its on, for example with noctua coolers the fan isn't on most of the time

No, it's not normal. The cpu fan normally stays on all the time. Low RPM at low temps and high RPM at high temps. Search in the BIOS of the motherboard if you can find CPU-FAN settings.

You can go to the BIOS and chage the fan curve, so the CPU fan spins even at lower temperatures.
And there seems to be a problem with 3 pin fans...

Check its actually attached to a "CPU" fan header, because that kinda looks like its attached to "case" fan header.
